Decreto Flussi News: On Monday 30 June 2025, the Italian Government gave preliminary approval to the draft of the migration decree (Flussi Decree) for the years 2026, 2027, and 2028, outlining planned regular entries of non-EU workers. The decree establishes how many non-European workers are allowed to enter Italy for work. The quotas were determined based on employer demand and previous years’ applications for work permits
Immigration for work purposes in Italy is based on a quota-system which is fixed periodically by means of a Decree – the so-called “decreto-flussi”. The decree sets the numerical limits for each category of foreign nationals allowed to apply for a work permit and the period during which applications can be submitted. Permits are normally granted on a first come, first served basis.
Several categories of workers are excluded from the cap and are not subject to a fixed limit, such as ICT assignments, highly skilled, executives or managerial employees assigned to the Italian branch of a foreign legal entity, university lecturers and professors, translators and interpreters, professional nurses, etc.
The total number of workers allowed is 497,550. For the year 2026, the number is 164,850.

According to the government the decree is an important step to align regular migration with the labor needs of Italian companies as well as to help reduce irregular migration and worker exploitation. The aim of the decree is also to gradually shift away from the “click day” system (the so called “click day” is a specific time span when employers in Italy can start sending online applications to hire foreign workers under the migration quotas). Additionally, the government intention is to increase the possibility of entry outside the quota system, especially for job profiles that are most needed by Italian employers also encouraging the training programs of foreign workers in their home countries.
