Italian Citizenship: a light at the end of the tunnel?

Apr 18, 2025

The Foreign Affairs Committee at the Senate gave a positive approval on the draft law but suggested some substantial amendments that could widen eligibility criteria

With the deadline for submitting amendments set for April 16th, 2025, the debate has begun on the bill that could introduce a new Italian Citizenship law, resulting from the potential conversion of Decree-Law n. 36.

Yesterday, the Foreign Affairs Committee approved its opinion on Bill n. 1423, emphasizing the need for greater attention and adequate resources to promote and enhance the Italian language and culture abroad.

In addition to expressing a favorable opinion, the Committee has provided several important observations to the Government and Parliament in anticipation of the potential conversion into law. Specifically, it suggests reconsidering and broadening the current requirement that citizenship be granted based on the birth – within the national territory – of a first-degree ascendant, whether biological or adoptive. Furthermore, it recommends clarifying the procedures for reacquiring citizenship for those who lost it due to previous restrictive regulations.

The text will now be examined by the relevant committees before being presented in the chambers for discussion and possible approval. The parliamentary debate is expected to be complex, with several political forces ready to propose amendments. Meanwhile, numerous associations, both in Italy and abroad, have begun to mobilize, a sign of the growing interest and involvement surrounding the matter of Italian citizenship, which affects millions of people around the world.

This is potentially good news because it means that things are moving forward, with several discussions taking place, and, most importantly, it suggests that the government may introduce modifications to make the law more flexible.
