From loopholes to illicit schemes: the shadow market of Italian citizenship

A suspected illegal system for obtaining Italian citizenship, involving corruption and document falsification, has been uncovered in the province of Chieti.

The investigation revealed a true “market” of fictitious residences, granted in exchange for money, votes, and in some cases, sexual favors. Over 280 South American citizens reportedly obtained Italian citizenship while being formally registered in two small towns with a combined population of just over 400, without ever actually residing there.

To carry out the scheme, public officials and the mayors of the town halls involved were allegedly implicated, all of whom are now under investigation.

Obtaining Italian citizenship is not straightforward: it requires meeting specific legal requirements and the applicant’s personal attendance. Episodes like this explain why officials are increasingly strict in verifying requirements, to prevent fraud, scams and similar abuses.
