The return / entry into Italy, from countries specified in List E (click here to check the lists) is always allowed to Italian / EU / Schengen citizens and their family members , as well as holders of long-term resident status and their family members (Directive 2004/38 / EC).

The Prime Ministerial Decree of 14 January 2021 also confirms the possibility of entry into Italy, from the countries of list E, for people who have a proven and stable emotional relationship (even if not cohabiting) with Italian / EU / Schengen citizens or with individuals who are legally resident in Italy (long-term residents), who must reach the home / domicile / residence of the partner (in Italy).

Upon entry / return to Italy from these countries, it is necessary to fill in a self-declaration in which it must be indicated the reason for the entry / return.

This document must be shown to anyone responsible for carrying out the required checks and controls. It is advisable to have also any supporting documentation and to answer any questions from the personnel in charge.

With the exception of travel from the EU and from the following countries Australia, Canada, Georgia, Japan, New Zealand, Rwanda, Rwanda, Republic of Korea, Thailand, Tunisia, Uruguay travel to Italy is still subject to several restrictions due to the COVID-19 pandemic. As a general rule (exceptions apply to EU citizens and their family members, as well as to holders of residence permit and their family members) travellers from other countries not listed above can only travel for specific reasons (work, health, study, absolute urgency, returning to one’s home), while travel from Armenia, Bahrain, Bangladesh, Bosnia and Herzegovina, Brazil, Chile, Kuwait, North Macedonia, Moldova, Oman, Panama, Peru, Dominican Republic is still almost totally banned. However, by means of presidential decree of 7 September 2020 Italy opened its borders to travellers from restricted countries (not including those from which travel is banned) who are unmarried partners – who have a proven and stable relationship, even if not living together – of EU citizens and of NON-EU citizens who are long term residents in the country and who are travelling to Italy to join their partner.


Upon entry to Italy, travellers are required to fill in a self-declaration specifying the reason for entering Italy. The declaration has been updated to include partners who have a proven and stable relationship (lett. W)


The change came after thousands of international couples and families joined the #LoveIsNotTourism campaign, urging governments of all states to amend their travel restrictions and allow couples to reunite.
