EU Moves Towards a Single Online Portal for Posted Worker Declarations

A common EU system to simplify posting declarations

Companies sending employees temporarily to another EU country currently have to navigate different national systems for posting declarations. A new EU initiative aims to simplify this process and reduce the administrative burden on businesses operating across borders.

On 20 October 2026, the European Parliament approved, at first reading, a proposed Regulation establishing a common electronic interface for posted worker declarations.

Importantly, the Regulation has not yet been formally adopted and is not in force. The Council must still formally adopt the text before it can be published and enter into force.

Under the proposed system, employers would be able to submit posting declarations through a single multilingual EU interface, using a standard declaration form, instead of navigating different national platforms. The interface would also allow employers to upload relevant supporting documents.

The aim is to simplify administrative procedures while facilitating cooperation between national authorities. However, the new system would not replace existing EU rules protecting posted workers or other obligations applicable to employers posting employees abroad.

Participation will remain voluntary for Member States

One important aspect of the proposed Regulation is that Member States will not be required to participate in the common system.

However, countries choosing to participate will have to use the EU interface for the declarations covered by the system, without requiring employers to submit additional posting declarations through national platforms. Member States that do not participate may continue using their existing national systems.

The system could also be used by participating Member States for declarations concerning service providers established outside the EU that temporarily send workers to their territory, where such declarations are required under national law.

For employers, the key developments to watch are therefore the final adoption of the Regulation and which Member States decide to participate in the common system. Until the new arrangements become operational, businesses must continue complying with the applicable national posting declaration procedures.
