Since January 2017, Italian immigration law has allowed non-EU nationals to apply for a visa by making significant investments that benefit the country’s economy. The law prioritizes investments that generate employment or are connected to strategic sectors such as start-ups, scientific research, education, and cultural heritage.
To encourage foreign investment, Decree No. 34/2020 (Decreto Rilancio) reduced the required investment thresholds for this visa category:
- From €1 million to €500,000 for investments in Italian companies
- From €500,000 to €250,000 for investments in innovative start-ups
Who is Eligible for the Italian Investor Visa?
To qualify for Investor Visa, applicants must choose one of the following investment options:
- Purchase at least €2 million in Italian government bonds (to be held for a minimum of 2 years).
- Invest at least €500,000 in the equity of on Italian company, or €250,000 in an innovative start-up.
- Make a donation of at least €1 million to support projects of public interest in areas such as culture, education, scientific research, immigration, or preservation of cultural and environmental assets.
How to Apply for the Italian Investor Visa?
Applicants must first obtain a preliminary clearance (Nulla Osta) by submitting an online application through Italy’s official investor portal.
The Interministerial Decree of July 21, 2017, outlines the full procedure. After receiving the approval, the applicant must apply for the visa at the Italian Consulate with jurisdiction over their place of residence.
Residence by Investment in Italy
Also known as the Italian Golden Visa, the Investor Visa is a residence-by-investment program designed for individuals who wish to make capital investments that contribute to the Italian economy. The visa is issued through a fast-track procedure and is valid for two years. After entering in Italy, the applicant must submit documented proof of the investment within three months of arrival. Upon doing so, they receive a two-year Residence Permit for Investors (Permesso di soggiorno per investitori), which is renewable for an additional three years. The permit can be renewed without limitation, as long as qualifying investment is maintained.
