Non-EU nationals may apply for EU long-term residence status after five years of continuous and legal residence in Italy, provided they meet the following requirements:
Eligibility criteria:
- Minimum annual income equal to or above the current welfare threshold
- Continuous legal residence in Italy for at least 5 years
- Valid police clearance certificates
- Successful completion of an Italian language test (A2 level or higher)
- Proof of suitable accommodation
The EU long-term residence permit offers greater security and extended rights, including access to employment, public services, and mobility within the EU (under certain conditions).
Italian Permanent Residency for EU/EEA/EFTA citizens
EU, EEA, and EFTA nationals benefit from the right of free movement and establishment under European Union law and do not require a work permit to live or work in Italy.
However, EU/EEA/EFTA nationals planning to reside in Italy for more than three months must register their residency with the local municipality (Comune).
After five years of registered legal residence, they may request permanent residence status, which grants formal confirmation of their right to remain in Italy on a permanent basis.
