Official guidance issued by the Italian authorities has clarified that, for the purposes of the EU Blue Card procedure, the minimum annual gross salary offered to the foreign national must not be lower than EUR 36,300 (gov.it). This threshold is based on the average annual gross salary published by ISTAT and represents one of the key eligibility requirements for obtaining an EU Blue Card work permit in Italy.
Which are the updated requirements for the EU Blue Card Work Permit in Italy?
As part of the documentation package supporting the EU Blue Card work permit application, the employer is required to provide a job offer for a highly qualified position, duly executed by both the sponsoring company and the candidate. The employment offer must comply with the requirements established by the relevant immigration authorities and should include the following:
- A proposed employment relationship with a minimum duration of six months.
- An annual gross salary that is no lower than the remuneration established by the applicable National Collective Bargaining Agreement (CCNL) and, in any event, not lower than the average annual salary identified by ISTAT, currently estimated at approximately EUR 36,300 gross per year.
- The document should be signed first by the candidate as evidence of acceptance of the employment terms and conditions.
- Following the candidate’s signature, the employment offer must be signed by the legal representative of the sponsoring company using a qualified digital signature.
- The document should be drafted in Italian or, alternatively, in English accompanied by a corresponding Italian translation to facilitate review by the competent authorities.
Once all supporting documentation has been collected, reviewed, and duly executed, the sponsoring employer may proceed with the formal submission of the EU Blue Card work permit application by uploading the required documents to the Ministry of the Interior’s dedicated immigration portal.
Upon successful submission, the competent Immigration Office will assess the application and the accompanying evidence to determine whether the conditions for the issuance of the work authorization have been satisfied.
